J&K Competitiveness Project aims to enhance rural income: Govt

Srinagar, Apr 02: The J&K government has told the Legislative Assembly that the Jammu and Kashmir Competitiveness Improvement Project in Agriculture Sectors is a seven-year initiative running from 2024 to 2031.

 

The project aims to enhance the income of rural households by improving the competitiveness and climate resilience of agriculture and allied sectors through a value-chain approach covering production, value addition, and marketing of high-value niche crops. 

 

The project is supported by the International Fund for Agricultural Development (IFAD) with an assistance of about USD 100 million, with a total project cost of Rs 1,800.00 crore.

 

The reply came in response to Un-Starred Assembly Question, tabled by MLA Mohammad Yousaf Tarigami, which sought the salient features, objectives and scope of implementation of the JKCIPS, whether left-out blocks of Kulgam district are proposed to be included under the project, steps taken to provide adequate infrastructural facilities to Zonal Agriculture Offices in Kulgam, and details of Centrally Sponsored Schemes and UT-funded schemes operative in Kulgam district.

 

The Agriculture Production Department said the project focuses on climate-smart and market-led production, development of agri-business ecosystem and value chains, promotion of agri-entrepreneurship and start-ups, strengthening of Farmer Producer Organizations, and capacity building of farmers with emphasis on women, youth and vulnerable groups.

 

It also promotes processing, branding, GI tagging, export promotion and market linkages for high-value agricultural commodities. The project is being implemented across Jammu and Kashmir, covering 20 districts and 90 blocks, with the objective of improving productivity, value addition, market access and sustainable farming practices in agriculture and allied sectors.

 

On whether left-out blocks of Kulgam district are proposed to be included, the department said that under the JKCIP, a total of 90 blocks have been approved under the project, comprising 45 blocks in the Kashmir Division and 45 blocks in the Jammu Division. Accordingly, the number of blocks has been fixed as per the approved project framework.
